ANNUAL GENERAL MEETING OF THE HAMP COMMUNITY ASSOCIATION 28.1.2011

MINUTES OF 2009 AGM:-
The secretary presented a hand written report of the 2009 AGM which was all that had survived and he asked that they be noted. This was agreed.
SECRETARIES REPORT:-
The secretary did a powerpoint presentation of the history of Hamp and also of the HCA. The HCA had been created in the mid 90s in order to address the social deprivation on the estate through partnership working. He named Lynne Macriner, Teresa Windsor, Frank Drake and John Griffiths as crucial to this. He said the HCA attracted SRB funding to the area from 2000-2007 which resulted in the £1.68m funding which had largely achieved Re-Creation & 1 Edinburgh rd. He described the options upon completion of the SRB as an ‘exit strategy’ which was to be addressed by forming a Company HCA Ltd with charitable status which was thereafter tasked with seeking funding adequate to maintain the assets. This had received a major setback when the key project manager and fundraiser Lynne Macriner had suddenly died 2 months after the 2009 AGM. He explained how himself and Kathy Pearce had been co-opted onto the board thereafter to strengthen the trustees and had immediately employed Jan Capel as manager. During her 3 month term of office no funds were raised and the HCA found itself in financial difficulties plus facing pressure from Hamp residents largely based around the HAG (Hamp Action Group). A Unity Agenda on Sept 10 had resulted in the option of a CIC (Community Interest Company) being considered but this idea was not progressed and the HCA instead revived its board and brought in residents Gloria Jackson and Jason Roberts plus financial expert Jon Cousins to assist in stabilising the situation along with help from SDC. The constitution was revisited in December in order to facilitate an AGM in January to get new people involved and a new structure involving active trustees and pro-active sub committees. He said he had led the Governance one , Kath Pearce the finance one, Gloria Jackson led Edinburgh Rd and Steve Manley at ReCreation. The task for the future was to get residents actively on board to take this forward.
TREASURER’S REPORT
Kath Pearce presented the HCA accounts. She said this had been made possible with the assistance of SDC and Paul Steele accountants. She explained we had to dip into restricted funds in order to keep the operation going. She said that after Lynne’s death things came to a halt until we brought in Jan Capel on a 3 month contract. However, the only funds raised during this period was a £1000 donation from the Town council to help cash flow. The summer had been difficult and trustees had to try to pull things together as money was going out faster than it was coming in. We asked SDC for help, which was provided, but it was still months before we could access accounts and statements by which time we were looking at a £16,000 deficit. SDC helped us by funding this and supporting the HCA ‘Hamp Action Plan’. It was therefore in November that fundraising really started in earnest. Kathy said at this point she was appointed treasurer and set up a ‘Finance’ sub committee which looked at all aspects of the operation. This resulted in the redundancy of Julie Raven at Edinburgh rd and a re-focus on Re-Creation as our key asset. Les had managed to get £7000 funding from the Sedgemoor Learning Alliance, we obtained £2,500 from Neighbourhood Learning and other agencies are slowly coming back to HCA. Bridgwater Town Council have given us £6,500 now with a further £10,000 in their budget for May. There is a further £1500 from Somerset Active Living and another £20,000 from the Primary Care Trust. She thanked Julie Cooper from SDC for wading through the report papers for Children In Need who are now happy with our returns and looking forward to another potentially large bid in April. The police have also pledged some £2000. She thanked Les & Lucy from Re-Creation, Teresa & Julie from SDC and the Hamp Town councillors for fighting their case.
CONSTITUTION:-
Members Jan Capel & Chris Done challenged the proceedings on the basis that the New Constitution was not legitimate. The secretary said that he had taken advice and was assured it was in order but that the question can be considered in detail by the Governance Sub-Committee after the election as the most important thing for tonight was to re-establish a membership and elect officers to take the project forward. The meeting voted to support this action.
